If you already investigate matters as part of a government role, compliance, regulatory enforcement, integrity, fraud, or a specialist investigative unit, the PSP40416 Certificate IV in Government Investigations is the qualification that formally recognises what you’re already doing. It’s not a course you sit through; it’s a credential you’re assessed against, using your investigative work as evidence. Here’s what it covers, what it costs and how the assessment works.
What the qualification covers: PSP40416 is a 15-unit qualification (6 core, 9 elective) built for people who plan, initiate, conduct and finalise investigations without close supervision in a government setting. It’s structured around two focus areas: generalist investigations, from initiation through to finalisation of a case, and regulatory compliance, which ensures statutory compliance with legislation, regulation and organisational policy.
The core units cover upholding public service values and ethics, planning and initiating an investigation, investigating, finalising an investigation, applying regulatory powers, and interview-based information gathering. There’s no licensing or legislative requirement attached to it; it’s a competency and career credential and the typical destination role after completion is Investigating Officer (Public Sector).
What it costs and why “free” needs a caveat. This is one of the most-searched questions on this topic, so it’s worth being upfront about it: a fully free, no-cost nationally recognised VET qualification isn’t realistic; assessment, quality assurance and issuance all carry a real cost.
What genuinely is free is the initial RPL self-assessment, which tells you whether your experience is likely to qualify before you commit a dollar. If you go ahead, the course fee is $1,100, with a $400 non-refundable portion payable once you’re confirmed eligible and move into formal assessment.
How RPL works for this qualification:
PSP40416 is assessed via Recognition of Prior Learning only; there’s no classroom or online-module delivery pathway. If you’re already doing investigative work in a government role, sitting through generic course content would add time without adding value, so the entire pathway runs on evidence instead.
The process runs in five steps: a free online RPL self-assessment, reviewed within 7 business days; a trainer/assessor review confirming RPL suitability and whether to proceed; evidence submission (work samples, service records, position descriptions, performance reviews, or third-party reports); full assessment, completed within 15 business days, which may include a competency conversation or a request for further evidence; and once you’re assessed as competent across all units, the qualification is issued. Who typically qualifies?
We see this suit people with backgrounds in law enforcement, defence, regulatory agencies, revenue/compliance bodies, and other government investigative functions- essentially anyone who can point to real investigation files, outcomes, and documented process as evidence.

Certificate IV, Diploma, or Certificate III in Investigative Services? Three qualifications get confused with each other, so it’s worth telling them apart clearly.
PSP40416 Certificate IV in Government Investigations (this course) is for people conducting investigations directly within a government role. PSP40416 Certificate IV in Government Investigations
PSP50416 Diploma of Government Investigations is for people coordinating or overseeing investigative processes at a senior level, rather than running individual cases. PSP50416 Diploma of Government Investigations
CPP30619 Certificate III in Investigative Services is a different, lower-entry qualification aimed at Factual Investigator, Private Investigator and Surveillance Investigator roles rather than government-sector investigation specifically; 16 units, $1,000 course fee, same RPL-only assessment pathway. CPP30619 Certificate III in Investigative Services
If you’re after a private investigator or general investigative services credential rather than a government-specific one, that’s the closer fit.
